From my understanding, the collective management of resources would be more efficient in terms of stock management because individual ownership may lead to inconsistencies and fraud.

With multiple people there is a higher chance of differing ideals, but also a greater chance for large group discussion and more ideas

Yes, I believe that collectively managing power, will be more effective in the aspect of everyone coming to a similar agreement, instead of one person making a decision that is not necessarily what everyone wants. Even the people who value the country's power will have some say.
