While I understand that the use of facial recognition could be very helpful to law enforcement in catching people in crimes very quickly, it could also be used to violate our privacy in the same way

Public, transparent audit logs of all queries to such a system can discourage a lot of misuse. Raw data should never be available outside of a cryptographically attested execution environment, unless a sufficiently narrow query relies on it, and the suspect has been served documents for discovery, like a subpoena.

The technology is relatively safe, but if a person gets hold of it they could use it for very bad things, for example (this is quite extreme), if a serial killer got this, you could literally track whoever they wanted and know everything, know where they work know were they live, and same with the government, they could use this againt everyone.
