I believe this because it would promote first-timers to try out the drugs
After all, they believe that they would be in a safer place when trying them, but it could just get them hooked on the drugs. I think that current drug addicts should get cheaper options for rehabilitation centers instead, as it would help phase out the problem, instead of just slowing it down. It would also cost a lot of money because of the space required, and labor.
