A background check, an interview, and an intention test are good ways to regulate gun ownership without stripping the right to own firearms as a whole, but I would also add the idea of a gun ownership license with "levels" much like those for automobiles, allowing different people different clearances for different classes of firearm based on their license, so that different people can acquire different firearms according to their needs (hunting, home defense, commercial/private security, etc.).
