There is definitely no way to prevent absolutely all rape in the country, but there are ways to significantly cut down rape
America's public schools do not properly address animalistic sexual desires and behaviors during sex education and fail to react proactively and effectively to sexual assault within schools. These particular problems would be solved by large but not total decentralization and privatization of the education sector so that children get a proper sex education and have open communication with trusted adults, especially in less wealthy communities where sexual violence is more prevalent and community outreach to youth is necessary. Community-led restorative and informative programs regarding sexual violence for both youth and adults would also significantly reduce sexual violence. Regarding the issue you brought up in your comment of uncertainty in whether or not sexual assault is the actual cause of the pregnancy, there are non-invasive methods to identify the father of a fetus that will resolve this issue. The issue that you brought up of shame after being sexually assaulted will definitely be alleviated by community-led restorative programs and proper sex education in public schools. In your comment, you also said that people will lie about getting raped to get an abortion, but a woman should have proper legal documentation showing that she reported and was a victim of sexual assault. Women lying about getting raped to get an abortion does not seem to be a problem at all in states where abortion is only legal for victims of rape.
