Any law or norm which prevents the present from executing the law (except for the impeachment clause) as he sees fit is a fundamentally unconstitutional practice. The will of the people is expressed in the election of the President, and if there are federal officials who oppose the presidents agenda and cannot be fired they are being paid by the taxpayer to oppose what the taxpayer and cannot be held accountable. Such a system is unworkable and unsustainable.
