Both are at fault; the person who committed gun violence is majority at fault for what they decided to do with said gun, but the person who sold it to the person in the first place should be at fault for being so careless, offering a gun to someone without any background checks and a pledge to garentee they swear they won't do anything with said gun unless its to protect themselves, and if they break that rule, the seller gets to sue and the person would never be allowed to own a gun again.
