Both the inability to create as well as the lack of previous conscious experiences means it is not—and never was—a human being
Sperm has the potential to create human beings, yet we grant them no rights.
It's also clear this is what every human being _actually_ considers important to the determination of life (whether they're able to logically deduce it or not), as it's the opposite of the criteria we use to determine if someone is dead (can no longer create conscious experiences, and previously had conscious experiences).
It's shockingly simple once you look at it through the lens of rationality.
